Surigao del Norte will become a province with prosperous and sustainable economy anchored on globally competitive and ecologically sound mining, agri-fishery and tourism, with God-centered and empowered citizenry working as one.

       The develoment direction of the province is geared towards the development of its vast mineral, agricultural and fishery resources, asde from its tourism potentials. Its ultimate goal is to become the Mining, Fishery and Eco-Tourism Center of the Region.

• To develop and improve our agri-fishery, tourism and mineral resources to generate gainful employment.

• To restore and rehabilitate critical eco-systems and maintain biodiversity and ecological balance.

• To intensify the protection and regulation of the province’s natural resources through strict enforcement of rules and the laws governing their use and exploitation.

• To improve and upgrade the province’s human resources with quality education and technical and vocational trainings.

• To improve the access and delivery of basic social services.

• To provide adequate infrastructure support that will hasten economic growth.

• To strengthen the institutional capability of the provincial workforce.

• To strengthen partnership and collaboration among local government units, national line agencies, private sector and the civil society in the pursuit of the socio-economic development of the province.

A. ECONOMIC DEVELOPMENT

• Intensify agricultural and fishery productivity to achieve sufficiency in major food crops and increased income of marginal farmers and fishermen

Environment and Natural Resources

• Capacitate our people to manage their natural resources and maintain a clean and ecologically sustainable environment.

• Rehabilitate degraded ecosystems and preserve the bio-diversity of critical areas.

• Encourage exploration and development of potential mineral deposits.

Trade, Industry and Tourism

• Facilitate aggressive investment promotion campaigns.

• Make the province a major eco-tourism destination for both foreign and domestic market.

Science and Technology

• Develop researc and development capabilities and allow the easy access and transfer of technologies to the intended beneficiaries.

B. HUMAN DEVELOPMENT

Education and Manpower Development

• Give equal access to education in remote areas and continue literacy program for adults and indigenous people.

• Expand our technical and vocation skills development program through mobile training to service the hinterlands.

Health, Nutrition, Family Planning and Population Management

• Maintain the medical outreach program for the people access medical and dental services.

• Improve the health and nutritional status of our population and keeping its population size and growth rate within sustainable levels.

• Give priority attention to repair/construction of district hospitals, rural health units and barangay health stations.

• Sustain implementation of pro-poor programs consistent with the trust of the present administration.

• Enhance partnership between the national and local government organizations, NGOs and private sector in curving social marginalization.

• Promote and improve sports, recreational and cultural programs.

• Encourage private and government developers to establish affordable housing units in urban areas of the municipalities

C. INFRASTRUCTURE DEVELOPMENT

• Maintain and improve vital infrastructure like arterial roads, airports, seaports, telecommunication, school buildings, irrigation, water supply and sanitation.

Tap alternative sources for energy and power.

• Continue local government capability program to strengthen the capacity for planning, implementing and monitoring.

• Strengthen information management and information technology.

• Adopt progressive revenue generating systems.
