Industry Tripartite Council for Tourism Sector Formalized in Siargao

GENERAL LUNA, Surigao del Norte – The Department of Labor and Employment (DOLE) Caraga officially established the Industry Tripartite Council (ITC) for the Tourism Sector in Siargao Island during a tripartite activity held on May 21, 2025, in General Luna, Surigao del Norte.

This initiative is part of DOLE’s ongoing efforts to institutionalize tripartite consultation in key industries and promote compliance with labor standards among tourism-related establishments in Siargao. The council will serve as a platform for dialogue among labor, management, and government representatives to address workplace and sectoral concerns.

Election of ITC Officers and Oath-Taking Ceremony

A highlight of the event was the election of the new ITC–Tourism Sector Officers, which received strong support from participants. The newly elected officers took their oath before DOLE Caraga Regional Director Atty. Jason P. Balais, who emphasized the council’s role in fostering sustainable growth in Siargao’s tourism industry.

In his message, Atty. Balais recognized the vital role of tourism stakeholders in maintaining Siargao’s reputation as a premier tourist destination. He stressed that the ITC will serve as a collective platform for employers and employees to discuss industry-related issues and promote a culture of cooperation.

“We are here not just to talk about compliance but to build a culture of cooperation and shared responsibility,” Atty. Balais said.

Support from Tourism Stakeholders

Mr. Benito C. Orozco, owner of Villa Peray and Aventinos and the Public Information Officer of the Surigao Tourism ITC, expressed strong support for the initiative. He highlighted the need for a unified voice to represent Siargao’s tourism workforce in policy discussions and labor matters.

Tripartite Industrial Peace Council Seminar

The formalization of the ITC was conducted alongside the Tripartite Industrial Peace Council – Tourism Sector Seminar, attended by 60 representatives from hotels, resorts, recreation establishments, and homestays. The seminar focused on:

  • Department Order No. 252-25 (Revised Implementing Rules and Regulations of Republic Act No. 11056)

  • Occupational Safety and Health Standards (OSHS)

  • General Labor Standards (GLS)

  • DOLE Adjustment Measures Program (AMP)

The event was spearheaded by DOLE Surigao del Norte, in coordination with the Public Employment Service Offices (PESO) of General Luna and Dapa, the Provincial Tourism Office, and RTWPB Caraga.

Strengthening Labor-Management Cooperation

Through the institutionalization of the ITC and capacity-building seminars, DOLE aims to:
Enhance labor-management cooperation
Ensure compliance with labor laws
Support sustainable growth in Siargao’s tourism sector

This milestone marks a significant step toward fostering industrial peace, fair labor practices, and a thriving tourism industry in Siargao.
